FACILITY-WIDE BUILDER™ INVENTORY

Clover Leaf was the prime contractor for inventory data collection of a multi-state facilities assessment project for Sandia National Laboratories at all four campuses in New Mexico, California, Nevada, and Hawaii. The project involved more than 7.9 Million square feet and 975 buildings in scope, with over 1,000 data entry items gathered for each building over a 3-year period.

 

This information supported the new initiative for National Nuclear Security Administration (NNSA) to use building lifecycle software BUILDER™ Sustainment Management System (SMS). This project implemented the software and established it as the capital asset management system across Sandia. Many buildings vary in size and use, covering a wide range of diverse functions, including office space, laboratories, semiconductor clean rooms, and fabrications shops. Also included was 1.5M square yards of pavement from parking lots, roads and paths. Clover Leaf also updated data and CAD drawings to ensure an accurate inventory of building systems and components.

 

Our Project and QA Managers developed schedules, work packages, safety and quality control plans, and work checklists to ensure consistency and thoroughness for each building assessment.

ASBESTOS OVERSIGHT & MANAGEMENT

Clover Leaf has provided asbestos and lead O&M services at Sandia since 2012. Due to the age of the facilities and the sheer number of structures (about 900 buildings located in NM, CA, NV and HI), the identification and remediation oversight of asbestos and lead-containing materials is extensive and ongoing.

 

Clover Leaf is responsible for the inspection, identification, and safe removal of these materials during any site construction, renovation, demolition, or modification & repair projects. This work includes design specifications for hazard abatement, field sampling, oversight of contractors, and inventory maintenance. Our attention to detail ensures that all work plans, contractor performance, monitoring, sampling, scheduling, record-keeping, and cost controls meet all regulatory and environmental requirements and issued specifications, and that cost performance and schedule targets are met.

PANTEX TX PLANT GC PROJECTS

Clover Leaf is serving as the General Contractor for three construction projects at the DOE Pantex Plant in Amarillo, TX. Two of these projects are the demolition of several Cold War-era buildings that had been used for ordinance production. Those projects included removal of explosive residuals and other hazardous material including mercury.

 

In addition to demolition, the projects required that the site be restored to its original condition. The third project involves removal of an existing high explosives (HE) mock mixer and installation of a new one. The project involves removal of chemical residuals, including mercury and high explosive residues, as well as completing facility modifications to support the new equipment. This project is entering completion stages as of Spring 2021.

DOE NUCLEAR & INDUSTRIAL SAFETY BASIS

Clover Leaf personnel currently support the Sandia Safety Basis ES&H Planning program in all program areas including Work Planning and Control; Primary Hazard Screening; Performance Assurance; Environmental Activities; Nuclear Safety Basis; and Safety Engineering & Industrial Hygiene. 10 CFR 830, Subpart B, Safety Basis Requirements, contains the Safety Nuclear requirements for the development and approval of the facility safety basis Policy and ES&H that provides the basis for authorization to operate a DOE Hazard Category 1, 2, and 3 nuclear facility. We work lab-wide to ensure compliance is met, while providing customer service to all line customers as needed.

 

Every activity has been screened and we provide the subject matter expertise to maintain compliance with DOE requirements.

GOVERNANCE, RISK & COMPLIANCE SOFTWARE

RSA Archer is an industry-leading Governance, Risk, and Compliance (GRC) solution being implemented by Sandia. Clover Leaf provides ongoing support for the implementation of the software’s solutions across an expanding number of functional areas, including Corporate Policy, Risk Management, and Event Tracking. We have provided SME-level expertise for implementation. This work has included workflow planning and implementation (wireframing, prototyping, and implementation in the Development environment), integration with upstream enterprise resources such as HR, and integration with downstream consumers such as the various Performance Assurance groups.

Our roles include business & configuration analysis, project management, end-user training programs, and customer support. After building out a team in support of these different tasks, Clover Leaf was awarded an overarching contract vehicle to support the long-term project, which is projected to continue for some time. This contract enables continued expansion of support staff in technical and technical support roles including implementation engineering, business analysis, project management, change management, continuity of operations, and administrative support.

ARRA FUNDED LANL TECH AREA 21 SUPPORT

Clover Leaf provided Industrial Hygiene and Safety oversight within the LANL Technical Area #21. This high-profile, 2-year and $90 million project included excavation and reclamation of a Manhattan Project-era landfill that contained hazardous and radioactive waste. This landfill was being cleaned up on an accelerated schedule using ARRA Federal stimulus funds, and Clover Leaf was brought in to provide critical IH and sample management expertise, plus implementation of the site-specific health and safety plan for this project, and managed the day-to-day implementation of the plan, and provided health and safety oversight to subcontractors performing remediation and abatement.

There were no historical waste inventory records for the site; hazards could include radioactive and chemically contaminated laboratory wastes, containers of solvents, chemical mixtures, and corrosive liquids and gases. Crews scooped out 22,000 cubic yards of trash and soil from the 6-acre site. The project also included the demolition and disposal of multiple historic nuclear laboratory facilities, which were used for plutonium and plutonium metal production from 1945 to 1978.

BASELINE OEAs FOR DOE NATIONAL  LABORATORIES

Clover Leaf is a leader in Occupational Exposure Assessments (OEAs) for DOE national laboratories. Clover Leaf has performed over 2000 Occupational Exposure Assessments (OEAs) for our various governmental and commercial clients. In 2006, Clover Leaf was contracted to assist Sandia with performing baseline OEAs for the entire facility. Our staff was instrumental in ensuring that OEAs-based on the the AIHA strategy applied in a research & development environment. We provided staff to ensure every activity at Sandia was baselined during this 2-year effort.

In 2008, Clover Leaf then provided the technical support during the LANL baseline OEA effort. We provided technical guidance as well as 5 Q-cleared CIHs to support the baseline project. Clover Leaf continues to support OEA efforts at LANL with onsite CIHs at several facilities. We have also supported OEA projects at Lawrence Livermore National Laboratory and the DOE National Training Center.

NM HUMAN SERVICES DEPT. DATABASE MANAGEMENT

Clover Leaf’s staff have provided ongoing support to the State of NM Human Services Division (HSD) Program Management Office for the HHS2020 initiative. HHS2020 is a federally backed initiative to modernize benefits administration programs’ application process, data storage and sharing, and long-term maintainability. The multi-year program is designed to implement all of the aspects of the federal program, complementing leadership with implementing federal best practices for existing programs. Programs covered include Medicare, Medicaid, unemployment insurance, financial assistance, and food assistance.

In support of HSD, Clover Leaf staff have provided program planning, change management planning, database administration, and organizational management services directly to HSD executive leadership as well as to DoIT, the State of NM Department of IT. Clover Leaf staff have also acted as evaluators of processes, bids, performance, gaps, and risks, skills that have fully leveraged the decades of experience the different staff members each bring.
